Administrative Services Executive Assistant - Operations

The Administrative Services Executive Assistant – Operations ensures the smooth operation of Nine Star's administrative department, maintaining compliance with all relevant laws and policies while supporting daily operations and assisting with special events. This role demands a seasoned professional capable of handling diverse, time-sensitive tasks critical to Nine Star's success.

MAJOR RESPONSIBILITIES

  • Manage administrative files and records, including corporation, insurance, and grant/contract files.
  • Maintain timely SAM and other registrations, licenses, and corporation-required documentation.
  • Attend board meetings and compile accurate meeting minutes according to established protocol.
  • Coordinate meeting room scheduling, travel arrangements, and event logistics.
  • Support HR functions, including recruitment, applicant screening, and employee verification,
  • Support Operations by managing worker’s comp claims, Company Insurance application filing, OSHA reporting,
    etc.
  • Procure and distribute office supplies, including local shopping as required.
  • Oversee supportive services operations, including purchasing and distribution tracking.
  • Assist staff with various tasks such as resume updates and timesheet completion.
  • Document and streamline administrative policies and procedures for team review and approval.
  • Manage maintenance requests and oversee building and equipment bid processes.
  • Perform additional duties as assigned.

BACKUP RESPONSIBILITIES:

  • Provide reception coverage, answer phones, and assist visitors.
  • Aid in employment advertising placement.
  • Assist with HR and administrative tasks in the absence of designated personnel.

Case Manager (Work Services Specialist)

JOB SUMMARY

Nine Star’s Case Managers (Work Services Specialists) provide support to Alaska’s Public Assistance recipients to ready them for employment. They utilize a holistic approach to help under- & unemployed Alaskans leave the public assistance rolls by helping them increase their income. They provide work readiness activities, connectivity to community resources, career plan development, “get ready for employment” activities, work skills training, and more. Ultimately, the Case Manager’s objective is to move job seekers to economic self-sufficiency.

  • Possess an Associate’s Degree in Human Services or closely related field and two years experience in Social Services or a closely related field. (4 years of direct case management experience may be substituted.)

Job Developer/Job Coach I
Services clients to identify their specific employability needs. Job Developer/Job Coach I initiate and maintain ongoing personal contacts with a variety of business and industry representatives to match the “right” position to each client. It is the role of the Job Developer/Job Coach I to identify participant skills and strengths as well as assess the customer’s need for services available in the community. These activities are precursors to employment success.

MAJOR RESPONSIBILITIES

  • Implement principles of welfare reform, the work first philosophy to include confidentiality policies and procedures.
  • Application of the Nine Star’s Philosophy of Care: Compassion, Excellence, and Collaboration.
  • Maintain and develop community partnerships with government and private sector employers, which will ensure awareness of the Anchorage labor market.
  • Work with Career Development staff to place Work Services clients in employment situations.
  • Develop employer relationships to customize employment opportunities to include subsidized and unsubsidized placements.
  • Make cold calls to potential employment; explain the benefits and employment support programs to employers.
  • Maintain a bank of current resources available in the local community to provide a variety of services to customers
  • Identify barriers to employment by assessing resumes, cover letters, interview techniques, etc.
  • Complete individual labor market surveys to identify employment opportunities.
  • Provide direct job referrals and ensure necessary supports are in place for Work Services clients to follow through with referrals.
  • Mentor participants to ease their transition into employment and eventual self-sufficiency.
  • Problem-solving with clients and their employers as the need arises.
  • Develop and monitor individualized job search plans.
  • Provide job coaching services to ensure the success of all participants placed in employment situations.
  • Complete written exit summaries to Work Services Specialists with recommendations of necessary support necessary.

  • Familiarity with Anchorage area community resources and experience in facilitation referrals for services.

Program Secretary

Job Summary

Nine Star’s Program Secretaries provide support to the Work Services program. The Program Secretary’s goal is to assist the Work Services teams in providing Alaska Temporary Assistance clients who are unemployed and under-employed with the skills to retain employment, and overcome barriers by following up on FSSP mile stone; ensuring regular client interactions, and completion of quarterly staffing’s. Program Secretaries aid in sustaining supports in all Work Services teams in meeting and exceeding performance measures.

Major Responsibilities

  • Implement principles of welfare reform and the work first philosophy.
  • Adhere to all confidentiality requirements of state, federal and agency guidelines.
  • Oversee and provide front desk coverage as well as train volunteer placements, such as MASST or CWE participants.
  • Assess clients to obtain financial, employment, educational/training, family composition and status, support network, and/or other updated information to forward to the assigned Work Services Specialists.
  • Work with the Lead Work Services Specialist to oversee scheduled monthly interactions, to include staffings, with Work Services families and their Work Services Specialists.
  • Monitor client progress by completing daily follow-up using CMS alerts system.
  • Make client work site and home visits as necessary.
  • Coordinate the use and inventory of supportive services under the direction of the Supportive Services Manager.
  • Work with the Lead Work Service Specialists to ensure closed TA cases are appropriately archived or routed to Post-TA services in a timely manner.
  • Work closely within your Work Services team to meet the needs of program participants.
  • Work with other Nine Star Work Services’ staff as a team to collaborate and meet the needs of clients.
  • Participate as a team member in weekly program staff meetings and other meetings as required.

Lab & Employment Specialist

JOB SUMMARY

Nine Star’s Computer Lab and Employment Specialist oversees the daily operations of the AHFC computer lab and mentors the residents at AHFC to achieve economic self-sufficiency through participation in work-ready course instruction. The specialist will coordinate computer lab operations together with Nine Star’s Career Development Center Coordinator (CDCC) and AHFC’s Educational Administrator.

MAJOR RESPONSIBILITIES

  • Utilize a Philosophy of Care in this position with AHFC that focuses on Compassion, Excellence & Collaboration to ensure a positive environment for staff, instructors and residents to receive comprehensive services and reach success.
  • Work with both AHFC – Anchorage Family Investment Center (AFIC) and Nine Star Work Services staff as a team to collaborate and meet the needs of all housing students and open lab users.
  • Oversee daily technical operations of AHFC’s computer lab working under the direction of Nine Star’s CDCC and Director of IT to ensure network and equipment are properly maintained in the computer lab.
  • Ensure that users sign in/out at the site “user station”. Every month, download and report monthly usage to AHFC.
  • Assist users (In the lab and “Virtual” lab tech) with the Jumpstart classes with questions and technical assistance with Zoom and other issues.
  • Ensure general rules of lab access are observed: no cell phones, no food, no open drinks, keep noise level down, and no inappropriate content on lab computers, during “open lab” children with good behavior may accompany parents – if there are any issues, you can ask the parents to leave the lab.
  • Maintain all equipment and supplies.
  • Update computers as needed.
  • Ensure the general appearance of the lab is always neat and clean.
  • Periodically walk around the lab to verify that users are not having trouble, and have their questions answered.
  • Identify and appropriately manage angry or hostile clients; mediate problem situations as necessary. If assistance is needed call: The Educational Administrator (ext. 6182), AFIC- Intake Supervisor (ext. 6140) or dial 911 in case of an emergency.
  • Provide AHFC and Supervisor weekly summary of services, and monthly, quarterly, and yearly reports noting participation in job development activities and successes.
  • Stock the job board in the AFIC and outside the lab

Mat-Su Volunteer Test Proctor

This position involves administering the online TABE test (Test of Adult Basic Education) to new students as part of the admission process. Proctors ensure that testing conditions are fair and adhere to established guidelines. The position is part-time (approximately 2-8 hrs./wk. with the possibility of additional hours, if desired), with flexible schedule during regular business hours.

GENERAL QUALIFICATIONS FOR THE POSITION

  • Professional, approachable, and friendly toward all staff members, students, and visitors
  • Good communication skills: must be willing to ask questions and seek support as needed
  • Dependable and punctual
  • Able to work with minimal supervision
  • Able to work both independently and as part of a great team
  • Must acquire TABE certification prior to assuming responsibilities (approx. 2 hrs. of training)
  • Having a teaching background would be helpful

BASIC DUTIES OF THE VOLUNTEER TEST PROCTOR

  • Administer online educational assessments
  • Maintaining the testing environment by ensuring it is quiet, well-lit, and free from distractions throughout testing
  • Explaining rules and procedures to test takers
  • Verifying the identity of test takers
  • Monitoring test takers to ensure compliance with rules and prevent cheating
  • Addressing any technical problems or disruptions that may occur during the test
  • Enter student information in the Alaska database (VOS), to include attendance and test scores
  • Enter student information in the Nine Star database, to include attendance, tests scores, and case notes as needed
